新加坡外长维文在华盛顿发表讲话时表示，

把中国视为必须加以遏制的对手是行不通的，

两个大国之间应进行“建设性竞争”。

他指出，美国主导的世界秩序在过去70年里取得了成果，

如果世界分裂成一个个敌对的集团，将危及这些成果。

维文是在华盛顿智库战略与国际研究中心举办的一次活动上发表上述讲话的。

他还说：“新加坡既希望看到美国的持续性存在，

我们认为这是积极的，

也希望中国能够在其发展并成为超级大国的过程中，获得应有的地位。”

他还说，如果中美没能达成贸易协议，

将极大地影响新加坡这样依赖贸易的国家，

长时间的谈判已经给市场带来巨大的不确定性和波动。

“对于我们这些夹在中间的国家，特别是小国，

我们不希望被迫做出招人恨的选择。

因此，我们希望，中美双方能够制定战略性的方案，

考虑中国在国际舞台上日益增加的影响力和分量，

希望双方设法照顾到彼此的合理利益。”
