根据中国法律规定，海外华人的定义是：已经取得外国公民身份的中国人；而“华裔卡”的提案初衷是，只要是曾经持有中国国籍，且目前双亲有至少一人是中国人，即可以申请华裔卡； 据有关部门规定，这个政策对所有的海外华人有效，不过值得注意的是，这一制度目前只适用于“海外移民一代”，即从出生起就已获得新加坡国籍的华二代、华三代，以及没有中国国籍相关证明的混血等，无法申请华裔卡； 由此看来，“华裔卡”不同于“中国绿卡”的点在于： （一）中国绿卡的面向所有外籍人士，范围更广；而“华裔卡”主要针对外籍华人。 （二）中国绿卡吸引高端人才；“华裔卡”申请门槛更低。 （三）全国多个省市均可申请“中国绿卡”；“华裔卡”目前只在北京、上海等地专门地区试点施行。 如此一来，比起绿卡， “华裔卡”是不是要容易一万倍； 总结下来就是申请“华裔卡”的要求只有一个： 证明自己，曾是中国人； 证明爸妈，现在是中国人； that's all… 肿么样，so easy是不是… 这个条件可以说是灰常宽泛了… 不过，华裔卡还在试行中想获得“华裔卡”，这类华人注意了… 相关部门负责人透露： 预计华裔卡的试点施行，将从北京中关村开始。 具体来说，中关村将开展四项试点： 1、试点移民入籍制度 使获得永久居住资格的人员入籍更加便利； 2、试点华裔卡制度 由于中国不承认双重国籍，对于原籍是中国的侨胞，将参考其他国家的可享受永久居留等形式； 3、试点外籍人员临时身份证制度 例如居住6个月以上能获得临时身份证，可享受在华便利服务； 4、试点境外高校学生到中关村实习
