2026年中國國際服務貿易交易會（簡稱「服貿會」，CIFTIS）於9月9日至13日在北京舉辦，主題為「全球服務·互惠共享」。作為面向全球服務貿易的綜合性展會，本屆服貿會設立出海專區，聚焦數字經濟、新能源、金融服務、工程建築等領域，為國際交流與產業合作提供平台。
The 2026 China International Fair for Trade in Services (CIFTIS) runs from 9 to 13 September in Beijing under the theme 「Global Services, Mutual Benefit and Shared Prosperity.」 This comprehensive services trade fair includes an Overseas Expansion Zone covering areas such as the digital economy, new energy, financial services, and engineering and construction, providing a platform for international exchange and industry cooperation.
9月10日，新加坡亞太未來城市研究中心受絲路金橋國際合作中心邀請，參加服貿會「數字城市發展與智慧綠洲建設論壇」。研究中心首席技術官周海彪作《以社區連接城市，以智慧共創未來》主題分享。活動期間，研究中心作為創始成員加入「讓世界住上好房子」出海聯盟。
On 10 September, the Asia-Pacific Future Cities Research Institute, Singapore, attended the Forum on Digital City Development and Smart Oasis Construction at CIFTIS, at the invitation of the Silk Road Golden Bridge International Cooperation Center. CTO Haibiao Zhou delivered 「Connecting Cities through Communities, Co-Creating a Smarter Future.」 The Institute also joined the 「Let the World Live in Better Homes」 outbound cooperation alliance as a founding member.

Connecting Digital Cities with Everyday Life through Community Operations
為什麼在數字城市論壇上講社區？結合居民幸福感與歸屬感，以及中國好房子、好小區、好社區、好城區「四好」建設，周海彪指出：「社區，是城市治理體系的基本單元，也是數字城市可持續運營的最小閉環。」數字城市的價值，需要通過社區服務與日常運營走進居民生活。
Why focus on communities at a digital city forum? Linking residents』 well-being and sense of belonging with China’s approach to better homes, residential estates, communities and urban districts, Zhou described the community as a basic unit of urban governance and the smallest complete cycle of sustainable digital city operations. Digital city capabilities need to reach residents through everyday services and operations.
從新加坡社區經驗到浙江未來社區實踐，分享強調將分散的空間、機構與服務整合進長期運營體系，並以杭州七彩社區和北干全域運營為例，介紹由單社區走向全域協同的探索。
Drawing on Singapore’s community experience and Zhejiang’s future community practices, the presentation highlighted how spaces, agencies and services can be brought together for long-term operation. Enjoytown Future Community and Beigan’s area-wide operations in Hangzhou illustrated the progression from one community to a coordinated network.
杭州瓜瀝七彩未來社區將TOD交通中心、全民學習中心、公共服務中心等功能融入社區綜合體，通過多方協同組織日常運營，並將數字孿生、AI與機器人應用於社區治理和服務，提升空間使用與運營效率。
Guali Enjoytown Future Community combines transport, learning and public services in one community complex. Collaborative daily operations, supported by digital twins, AI and robotics, help improve the use of shared spaces and the delivery of community services.
北干街道以「一個總部樞紐加40個社區分部」構建全域運營體系，依託「街坊匯」平台連接服務、活動與積分權益，並通過「強社公司」市場化運營反哺社區服務，探索可持續運營路徑。
Beigan District connects a central hub with 40 community branches. Its 「Community Gathering」 platform links services, activities and participation rewards, while a community operating company channels business revenue back into local services, supporting a sustainable operating model.
從單社區到全域運營，技術與運營機制需要同步銜接。周海彪介紹了數字社區基礎設施、數字底座、AI能力和社區營造四層架構，通過「數據上行、能力下沉」融入數字城市協同體系，讓社區成為數字城市連接居民需求、承接公共服務的觸點。
Scaling from one community to a wider network requires technology and operations to work together. Zhou presented a four-layer architecture covering infrastructure, digital foundations, AI capabilities and community development. Community data informs city-level coordination, while city capabilities support local service delivery, connecting digital cities with residents』 needs.

此次論壇上，「讓世界住上好房子」出海聯盟正式啟動。新加坡亞太未來城市研究中心作為聯盟創始成員加入，期待與產業夥伴加強交流，共同探索麵向海外住房、社區及城市發展的合作機會。
The 「Let the World Live in Better Homes」 outbound cooperation alliance was formally launched at the forum. Joining as a founding member, the Institute looks forward to closer exchanges with industry partners and opportunities for collaboration on housing, communities and urban development in international markets.
「讓世界住上好房子」出海聯盟啟動現場
對於研究中心而言，「好房子」與周邊社區的服務品質、公共空間和長期運營緊密相連。依託新加坡城市經驗研究與中國社區實踐積累，研究中心希望在聯盟合作中發揮規劃諮詢、社區營造、數字化應用與運營研究等方面的專業優勢，推動建設與運營相互銜接。
For the Institute, good housing is closely connected to the quality of neighbourhood services, public spaces and long-term operations. Drawing on Singapore’s urban experience and community practices in China, it aims to contribute expertise in planning consultancy, community development, digital applications and operational research, helping connect development decisions with the needs of ongoing operations.

面向不同城市探索綠洲社區合作
Exploring Oasis Community Partnerships in Different Urban Contexts
呼應論壇「智慧綠洲」主題，周海彪結合沙特及海灣地區的宜居社區建設、中亞的新城發展與東協的城市更新需求，提出以社區為單位探索國際合作。國際經驗的應用，應適配當地氣候、文化與制度，並與本地夥伴共同形成可持續的運營機制。
Responding to the smart oasis theme, Zhou proposed community-scale collaboration around liveable neighbourhoods in Saudi Arabia and the Gulf, new urban development in Central Asia, and urban regeneration in ASEAN. International experience should be adapted to local climates, cultures and institutions, with sustainable operating arrangements developed alongside local partners.
