申訴（appeal）需要怎麼做，申訴信應該怎麼寫？ICA的官員更關注哪些內容？

辣媽最近遇到了一位粉絲，她剛剛appeal成功，拿到了PR，辣媽特意邀請這位粉絲和我們分享了一下她的成功經歷，希望給大家帶來一些PR appeal的經驗值。

大家好，我是Linda，已經出國8年了，現在在新加坡定居8個月了，來新加坡之前都在馬來西亞工作。
我老公是馬來西亞籍PR，初中開始就來新加坡留學了。我們剛剛結婚沒有孩子的那幾年，我老公幫我申請過三四次PR都被拒了，就一直拿著ltvp。
不過那時被拒也不算意外，因為我的工作和納稅都在馬來西亞，老公也只是PR，又沒有孩子，感覺硬體也不是很滿足新加坡政府的喜好。
不過現在我們有了兩個孩子，一男一女。
2020年1月，我老公帶著孩子們申請公民，同時我也再次申請pr，他們2020年底就拿到公民了，但是我一直pending到2021年8月再次被拒。
不過這個過程中，我和孩子因為疫情一直在馬來西亞，只有老公自己在新加坡工作。
2021年8月，我和孩子也搬到了新加坡。10月份向ICA提交了PR申訴（appeal）信。
提交PR申訴（appeal）信之後，我又在新加坡找到了一份移民留學方面的工作，底薪3k。然後及時向ICA補交了抗疫志願者的申請記錄以及薪水單，這次pending半年之後，我的PR申請終於通過了！

應該怎麼寫呢？
我在申訴信里首先強調身份對我家庭的重要性，我已經結婚8年了並且有兩個孩子，需要拿到PR才有機會找到更好的工作。
而只有家庭和經濟足夠穩定，我才會考慮生第三個孩子，新加坡政府不是很希望大家積極生育嗎？但是沒有哪個女性會在家庭隨時分隔兩地的風險下還考慮生育。
另外我自己的家人早年也已定居新加坡，整個家庭都在新加坡發展也可以證明我是真的想要留下來，而不是拿了個身份就走，或者只是把新加坡當跳板。
總結一下我覺得申訴（appeal）信最重要的是，在本地的融入度，對文化的適應性，志願者義工等經歷都要寫上去......
有時候收入沒有融入度和貢獻度重要，一個願意在這裡奉獻，一個只是拿個身份做跳板，ICA的官員是會判斷的。

I would like to appeal for my wife XXXX's Permanent Residence application. We have known each other since XXXX and got married on XXXX in Singapore.
We were blessed to have a daughter and a son. Three of us were granted Singapore Citizenship on XXXX. Currently I am working at Singapore XXXX, I was working at here since year XXXX. I was happy with the working environment and hope that can continue my contribution at aviation sector till my retirement. We just purchased a HDB flat recently and we wish to settle down at Singapore for the rest of time.
My wife was just recently moved to Singapore, the children were growing up and she planning to look for job thus can contribute to Singapore.
Once getting Permanent Residence status she can have better development for her career. This is the key point for our family's stability. Higher household income also will be our consideration to have a third child for increasing of Singapore's population.
She had been working in XXXX at Malaysia since Year XXX and in touch with a lot of Singapore customer. Malaysia was highly similar with Singapore in term of environment, food and culture. Along the past X years of buffering, my wife was adapting the life here and fully integrated to the society.
Although she just moved to Singapore, recently she had applied for SG Healthcare Corporation volunteer. She hope that can make some contribution for helping Singapore against Covid-19.
Her closest family member was here and there is nowhere for her to go other than Singapore. She was urged to get a status here for stabilities of living here.
Her elder brother XXX who is granted Singapore citizenship earlier also residing in Singapore as well. He was getting scholarship and study in Singapore at year XX. He was obtained Ph.D at NTU Singapore. Currently he was working in XXXX which is highly demand in Singapore. He was settle down in Singapore and has own career here earlier than us. My mother in-law will come to Singapore and stay with us after the pandemic.
We hope can stay together in Singapore and take care each other. I sincerely hope that my wife will be granted Permanent Residence status so she can feel more secure to stay with us together.
