跑腿會先找人「代開」戶頭，對象是無業遊民、中國客工和孟加拉客工。一般人只要借名開戶頭，每個月可收取最高達400新元（約1000令吉）的報酬，不過一旦出事就要遭警方調查。 第八層：跟蹤跑腿/監察員/品管員 他們比騷擾跑腿高一級，負責在新跑腿「上任」後的前幾次暗中跟蹤和觀察他有沒有搞鬼。比方說，跑腿有沒有「認真」執行騷擾任務，有沒有盜用「公款」，是否悄悄收債後上警察局「扯後腿」等等。 第九層：騷擾跑腿 他們都是欠債人或想賺快錢的青少年，執行程度不一的騷擾手段，包括塞紙條、潑漆、鎖門、敲碎玻璃窗、寄冥鈔、騷擾鄰居、拋汽油彈、在汽車潑漆和放火等等。輔導員說，被捕的往往是最底層的騷擾跑腿或頂罪人，真正的大老闆或主腦往往逍遙法外。 「大耳窿問題很難根除，老闆一直躲在幕後。他們只要賺錢，早已計算風險和安排退路。」
