移民和檢查站管理局（ICA）周日（4月5日）表示，將限制其在ICA的櫃檯服務，只會處理一些已經通過批准的事宜。
當局稱這是加強安全措施，被稱為「circuit breaker」，為了防止疫情況擴散，將在星期二7日到5月4日開始實施。
總理李顯龍周五宣布這些措施，要求非必要企業關閉約一個月，學校也必須轉向full home-based learning。
ICA在其新聞稿中表示，需要在4月7日或之後提供緊急服務的公眾需要首先在專門的網站上提交請求。處理請求最多需要一個工作日。
只有收到批准的人才能進入ICA大樓。而且在安全隔離措施提高的情況下，ICA大樓櫃檯上只提供以下服務。

Urgent Citizenship Registration
Death Registration
Urgent IC Replacement
Urgent Passport Collection
Oath of Renunciation, Allegiance and Loyalty
For Permanent Residents (永久居留證)
Urgent Application for Certificate of Identity
Urgent PR Completion of Formalities
For visitors (遊客)
Urgent Long-Term Visit Pass (LTVP)/Student’s Pass (STP) Completion of Formalities
LTVP/STP Cancellation
Urgent Social Visit Pass extension
Lost Passport (for foreign visitors)
