南洋理工大学取消下学期所有海外项目,假期离境须提前申报

南洋理工大学发布最新通知,暂停所有学生出境入境交流活动,包括交换和实习。暑期旅行计划需重新申请入境许可,并可能需要额外的隔离期。请咨询学院或课程办事处了解详情,确保顺利完成学业。

3月8日,针对当前疫情情况下的出国交换和出境旅游相关事宜,南洋理工大学(NTU)校长室发布了最新通知。

该通知就学生的出境入境旅行进行提供了一些建议,并陈述了学校的规则条令。具体的事项如下:

1、暂停所有出境入境的访问交流活动,包括交换、实习。

2、暑期有个人旅行计划的同学,需要重新申请入境许可。入境许可是否批准取决于疫情情况。并且,这些个人旅行的出入境需要先和学院进行联络,获得批准。

3、来自需要居家隔离(SHN)地区的学生在进入NTU之前,除了14天的隔离,还需要进行7天的LOA。有英国和南非旅行史的学生SNH为14+7天。

由于新冠疫情的影响,不少同学本学期是第一学期入学,因此将会有一个长达3个月的暑期假期。此次条令的公布,将影响部分暑期准备归国或出境同学的旅行计划。有关学生签证持有者回坡申请入境批准的相关事宜,可以咨询各自的学院。

关于交换及实习

为了保证NTU各位学生的健康和安全,考虑到合作大学和组织当地情况的高度不确定性,校长室决定在2021年12月前,仍然暂停所有学校间旅行及交换项目。

也就是说,暑期假期(2021年5月至2021年7月)和AY2021-22第一学期的所有线下的海外交流项目(包括入境和出境)和所有其他海外项目(包括短期学习和实习等)将被暂停。

所有NTU学生应在新加坡本地完成自己AY2021-22第一学期的学习计划。如果对此有任何的疑问,请咨询各个学院或课程办事处

关于个人旅行

考虑到出入境管理措施的不确定性,校长室强烈建议学生在做出任何有关个人旅行的决定之前,将各国的旅行建议政策、边境控制政策、检疫和COVID-19检测要求考虑在内。这些要求和政策随时可能更改,但不一定会有及时的通知。

所有长期签证持有者,包括学生签证持有者,在离开新加坡之后,返回新加坡时将需要重新申请入境批准。但申请不能保证100%通过。

此外,所有旅客(包括新加坡公民和永久居民)在抵达新加坡时必须接受COVID-19 PCR检测,并在重新入境时执行当前的居家通知(SHN)和隔离要求。SHN、隔离住宿和COVID-19检测费用需要学生全额承担。

从2021年3月7日起,来自需要14天居家隔离(SHN)的国家和地区(不包括英国和南非)的学生必须完成在校外额外的7天LOA。学生只有在完成7天的LOA后才能返回校园上课和参加活动或返回宿舍。对此有任何问题,请联系以下邮箱:

根据政策,在过去14天有英国或南非旅行史的人必须接受总计21天的SHN(最初的14天SHN,外加7天SHN),并且接受3次COVID-19 PCR检测(抵达时、最初14天SHN结束时和另外7天SHN结束时)。

如果学生有计划在学期结束前离开新加坡,建议咨询各自的学院。如果他们不能按时返回新加坡,这将有可能对他们的学业造成影响。因此,学生必须签署一份确认信,并保证能够承担可能的后果,并在安排旅行前征得学院方的同意。

Dear students,

While governments around the world are stepping up efforts to vaccinate their citizens to stem the spread of COVID-19, they continue to recommend against all but essential travel to selected countries, quarantining returnees from affected areas and restricting non-resident arrivals.

While some countries have begun to ease travel restrictions, others are re-imposing border control measures, often with little or no notice.

Bearing in mind the health and safety of our students, and the high level of uncertainty around the availability of partner universities and organisations, the University has decided to continue with the suspension of all university-sanctioned travel for all students until December 2021.

Consequently, all in-person overseas exchange programmes (both inbound and outbound) and all other overseas programmes (including short-term study and internships, etc.) for the vacation period (May to July 2021) and AY2021-22 Semester 1 will be suspended.

Students should plan to continue your studies or programmes locally in AY2021-22 Semester 1. Please consult your respective schools or programme offices if you have any questions. In place of in-person programmes, some schools and offices may explore offering virtual mobility programmes, and students are encouraged to join these programmes when opportunities are made available.

Personal travel

Given the dynamic border control measures, students are strongly advised to consider the travel advisories, border controls, quarantine and COVID-19 tests requirements before making any personal travel decisions. These requirements are subject to change by the respective governments at little or no notice.

All Long Term Pass holders, including Student Pass holders, who travel out of Singapore, will continue to require re-entry approval from the authorities before they begin their return journey to Singapore. Please note that re-entry approval is not guaranteed, and delays may occur due to new restrictions arising from changes in the COVID situation in Singapore or their home countries or countries that they visit.

In addition, all travellers (including Singapore citizens and permanent residents) must take a COVID-19 PCR test upon arrival in Singapore, and serve the prevailing Stay-Home Notice (SHN) and isolation requirements upon their re-entry into Singapore. The cost of SHN and isolation accommodation and COVID-19 testing costs will need to be borne in full by the student.

With effect from 2359hrs on 7 March 2021, students arriving from countries and regions that require 14-day SHN (excluding United Kingdom and South Africa) must serve an additional 7-day Leave of Absence (LOA) at an off-campus accommodation, as a precautionary measure. Students can only return to campus for classes and activities or return to their hostel rooms, after the completion of the 7-day LOA. For enquiries, please email to [email protected].

Those with a history of travel to the United Kingdom or South Africa within the past consecutive 14 days must serve a total of 21 days SHN (an initial 14-day SHN, plus additional 7-day SHN), as mandated by the authorities. They will also have to undergo three COVID-19 PCR tests (on arrival, at the end of the initial 14-day SHN and at the end of the additional 7-day SHN).

Students who are planning to travel out of Singapore towards the end of the semester are advised to consult their respective schools on the possible impact to their studies, should they be unable to return to Singapore on time. Students will be required to sign a Letter of Acknowledgement and Undertaking recognising these consequences, and to seek the concurrence of the School Chair and College Dean before making their travel arrangements.
